Outcome Measurement System(OMS): State and federal governments are requiring Public Mental Health Systems to collect outcome data regarding each consumer who receives services. In Maryland , specific information regarding the treatment outcomes for individuals 6 years of age or older will be collected from Out-patient Mental Health Clinics (OMHCs), Federally Qualified Health Clinics (FQHCs), and Hospital-based clinics.
Consumer outcomes regarding the management
of their illnesses
and the quality of their lives are the most important measures of the benefit provided by services in the Public Mental Health System.
In addition, information about outcomes of mental
health services is a key element to supporting the recovery and resiliency of consumers (along with access to appropriate services, active consumer participation in
treatment decisions, & a recovery culture) because knowledge about what treatments are effective is empowering and engenders hope.
COMAR 10.09.70.07 permits the Mental Hygiene Administration to establish the process for pre-authorization of services.
The implementation of OMS and related changes to the authorization process for clinical services is September 18, 2006. |

Supported Employment (SEP): Beginning at 8:00 am on October 18, 2006, APS CareConnection® Authorization Request screens for Supported Employment (SE) will be changed to accomplish the following goals:
- Information needed to apply for
DORS services will be incorporated into the Supported
Employment authorization request;
- DORS vocational counselors, with
the consumer's consent, will have access to Supported
Employment authorization requests in order to expedite
eligibility;
- Service Codes will be changed to accommodate new and revised codes for EBP-SEP providers.
Important information is available to orient providers, CSA staff, and DORS vocational counselors to new and streamlined workflows for requesting authorization for Supported Employment from the Core Service Agencies and developing and planning services with DORS vocational counselors. Please see the following announcements including the SEP regional training forums in September. |
